Todd graduated from Ballarat University in 1993 with a Bachelor of Engineering (Elec), after tailoring his degree specifically for the supply authority industry.

He commenced work in Canberra at Bibby Rusden Thomson Consulting Engineers as a building services design engineer. Duties in that position involved design and documentation for building services, including fire detection and protection, general purpose power, communications, electrical reticulation, workplace lighting and street lighting.

Following several successful years in that position Todd moved to Queensland and established a successful consultancy business in Hervey Bay, servicing clients back in Canberra and in the Wide Bay and Burnett. This work continues to date.
